 Hitler became Chancellor of Germany on January 30th 1933, and on February 27th the parliament building was torched and the attack blamed on the communists. The day after the fire, Hitler invoked Article 48 of the Weimar Constitution that allowed civil liberties to be suspended during a "national emergency." This Decree of the Reich President for the Protection of the People and State brought an and to freedom of speech and the press, right of assembly and association, right to privacy in postal and electronic communications, protection against unlawful searches and seizures, individual rights to property, and the rights for states to be self-governing. Another decree created the federal "police" agencies, the SS or "special security" and the SA or "storm troops."
